The Pardon Act, an older law on which the ADA is based, covers federal executive branch agencies as well as recipients of federal funds and most federal contracts. The Air Carrier Access Act (ACAA) applies to airline operations, and the Fair Housing Act (FHA) applies to various housing situations.
