(1) “Host Program” means a child care facility that is not located in the home of a person exclusively serving school-aged children and youth and where the Operator allows children and youth to voluntarily access and leave the Program at unscheduled times. (3) The applicant or licensee has reported the environmental deficiency to the public recreation centre or school. (1) The absence of an environment does not constitute an immediate danger to children and adolescents; Current regulations require that store pharmacies be located no less than 1,000 feet from schools, daycares and K-12 “youth centres.” Chen stresses that she is not opposed to marijuana companies setting up shop in Alameda, but that she wants the same protection for children in “traditional” youth facilities. (2) “public recreation centre” means any building used by a political or fiscal subdivision of that State, or by an authority of such a subdivision, for recreational programs for children under 18 years of age. Because they do not fall into any of the above categories, city staff recommend explicitly excluding martial arts studios (and other related businesses) from the definition of a youth center. On Tuesday, Nov. 27, the Alameda City Council is set to vote to remove all recreational and cultural facilities for youth, including martial arts schools, dance schools from their definition of a “youth center” so marijuana businesses can set up shop in more places in this family-friendly, youth-focused city. The 1,000-foot buffer zone provision was passed less than a year ago after the Alameda School Board, the PTA Board, one of the city`s pediatric best practices, and public health advocates urged the board to include youth protection in the new law that allows marijuana businesses in Alameda. (3) Shall, except as otherwise provided in subsection (c), during all hours of operation of the drop-in program or school-age program, comply with local building regulations applicable to recreation centres if the building is a public recreation centre, or to schools if the building is a school.

In a letter shared with the Alameda Sun, Serena Chen asks rhetorically: “When is a youth center not a youth center?” At its meeting on Tuesday, November 27, City Council was expected to present an ordinance that would change the definition of a youth centre. If approved by Council, it would exclude establishments offering martial arts and martial arts, cultural education and physical activities.
